Steampunk, unlike most genres, is a vast playground for the author, artist, role player, etc. Though some feel that it should be based purely in the science and mechanics, others go so far to include the supernatural. Personally, I prefer the former, though I keep in mind that anything is possible and that limitations only serve to keep new avenues of creation closed off.
